2023-12-11 — Add support for shipping and tax estimates

The Checkout Frontend API now includes the Estimate Taxes and Estimate Shipping Line endpoints. These endpoints provide the estimated tax and shipping line for a given shipping address (which may be partial or complete).

These endpoints are currently supported only on stores that use a Remote State Authority (RSA).

This change also adds support for the estimate_shipping and estimate_tax RSA events.
