2023-05-18 — Add Remote State Authority API

Adds the Remote State Authority API. This API enables platform developers to fully control the state of orders during checkout by interfacing directly with the platform.

This API includes a set of endpoints designed to process order changes during checkout and validate that changes made during checkout are acceptable. For more information, refer to the Checkout RSA concepts.
